DPS Update Regarding the New Eastbridge School

Update Received From Denver Public Schools:

We are providing this notice in an effort to answer some of the questions and concerns that we have heard from a few of you, as well as to provide a general update on the topics that we have been discussing in the Eastbridge community over the past few months.
What is the future of the ECE-5 elementary school to be located in Eastbridge (also referred to as Stapleton 4)?
Many of you attended a series of two (2) meetings late last fall to determine the approach for programming at the Eastbridge location. The options that were presented to the community to consider were:

Support the recommendation of a great proven program (Highline Academy) - which would allow for knowledge of the school program and school leader before the December-January choice period; or
Support the recommendation of hiring a school leader and building a great program from the ground up - realizing that there would be little information known about the school leader or the specific programming details in time for choice, an experience that mirrors that of the start-up of Swigert.

Based on community input, the recommendation was made by DPS Senior Staff and supported by the Board of Education that DPS move forward with hiring a school leader who would lead the charge of developing an amazing school program to meet the needs of the community - with the community's input, of course. The position was posted and candidates responded from all around the nation! Later this week, a panel of DPS personnel representing a cross spectrum of disciplines will meet with the most qualified applicants. We will narrow the search down to the top 2 , and then bring them to you for your input. We will send you information on the finalist in advance, and you will have an opportunity to meet them and ask questions about things that matter most to you. Your feedback will then be received by the Superintendent as he makes the final decision about the next Stapleton school leader.
MARK YOUR CALENDARS!
Thursday, January 24, 2013
Eastbridge Principal Selection Forum
6pm - 8pm
SMIS Library
We expect to have a final decision on the new principal by the end of January or very early in February. Some of the best qualified candidates are currently on assignment in other schools around the country. While we recognize the urgency of getting the new school programming into the development phase, we are also open to a June start if the principal is the best fit for the school and the community.
Alyssa Whitehead-Bust (DPS Chief of School Reform and Innovation or OSRI) will serve as the principal supervisor for Eastbridge at least through design and start up, given her team's experience with school design and launch. With the support of school design consultants, OSRI will begin the Eastbridge school design should the selected school principal not be fully available until June. SUN survey results and input from the community committee will also be an integral part of that design process. Once on board, the principal will continue the collaborative work of school design/development, approval and implementation.
Where will the Eastbridge school be temporarily located for the 2013-2014 school year?
One of the other variables that we had to contend with during our fall conversations was the need for a temporary school location. The new school will need to be built, and the new program will need to be in a "seed" or temporary location for the 2013-2014 school year until construction is completed for the 2014-2015 school year. We indicated that how much space was available in the temporary program location would signal whether we would be able to offer ECE seats in that initial year, or whether the seeded program would serve Kinder and 1st graders only, and add ECE once the school was in its permanent home.
Our facilities team continues to explore temporary locations that would work well. We anticipate having a confirmed location by early spring. For those of you that have been anxious to learn about the seed location, please know that our commitment is to let you know as soon as a location has been determined. Should the temporary location not be within Stapleton (as we are exploring all options in and around the Stapleton area), we will communicate a transportation plan in conjunction with the location announcement. We are excited about what this new elementary program will have to offer Stapleton families, and we are sure we can make this temporary environment a rewarding experience for our new learners!
Will SchoolChoice forms be due on January 31st even if the school leader, programming information and temporary location have not been determined for the Eastbridge School?
Yes. We recognize that you have many amazing choices! Much like families did prior to the opening of Swigert International School, you are being asked to consider a school in Eastbridge without knowing as much as do you about some of the other schools that are on your SchoolChoice form. What you should know is that DPS is committed to working with the community to develop an excellent program at Eastbridge that is second to none. As a community, you have indicated your willingness to be a part of that process, and we look forward to working with you to make that happen.
The deadline for submitting your SchoolChoice forms is Thursday, January 31st at 4:00PM.

Dec 3 Mortgage Update from Julie Whalen at Guild Mortgage

QUOTE OF THE WEEK... "We acquire the strength we have overcome."--Ralph Waldo Emerson, American writer
INFO THAT HITS US WHERE WE LIVE... We who toil in the housing market must surely be very strong by now, having overcome some powerful forces, not the least of which has been the downward pressure on home prices. The latest evidence that pressure is letting up came with the Case-Shiller home price index, UP 0.4% for September and UP 3% versus a year ago. Nineteen of 20 metros reported higher prices not just for the month, but for the past three months! The FHFA index of prices for homes financed by conforming mortgages was UP 0.2% for September and UP 4.4% over a year ago.
New Home Sales were down 0.3% for October but are still in an up trend, 17.2% ahead of sales a year ago. The median price of $237,500 is UP 5.7% versus a year ago. The months' supply is 4.8, near its lowest levels since 2005. The median number of months a new home is on the market before being sold is now down from 7.2 a year ago to 5.9, its lowest level in 5 years. Pending Home Sales (contracts on existing homes) also rose 5.2% in October, are up 13.2% from a year ago, and are at their highest sustained level in 5 years. Demand is definitely picking up.
BUSINESS TIP OF THE WEEK... A successful sales pitch is repetitive. Make your key point at the start, explain it in the middle, then reinforce it at the end. Studies show people trust an idea more after it's repeated at least three times.
>> Review of Last Week
TIPTOEING ALONG THE FISCAL CLIFF... The Dow stayed above 13,000 for the second week in a row, a bit of a miracle, given investor worries about the fiscal cliff. If the recently re-elected President and Congress can't come to agreement on deficit-reducing measures by January 1, mandatory tax hikes and spending cuts could send us off that fiscal cliff and back into recession. Market indexes went up and down, as leaders in Washington offered positive and negative opinions on whether "substantive progress," to use one of their favorite terms, had been made.
October economic data remained mixed but mostly positive. Durable Goods orders were unchanged, but beat an expected decline. The Richmond Fed index shot into positive territory, indicating manufacturing growth in the mid-Atlantic region. New and continuing jobless claims both dipped but remain high. Personal Income stayed flat and Core PCE inflation is still in check. Finally, the second estimate of Q3 GDP was revised up to a 2.7% annual growth rate, not the 3%–4% we need, but edging closer.
For the week, the Dow ended up 0.1%, to 13026; the S&P 500 was up 0.5%, to 1416; and the Nasdaq was up 1.5%, to 3010.
Thanks to investor fears about the fiscal cliff, the safe harbor of bonds looked attractive and prices held nicely. The FNMA 3.5% bond we watch ended the week up .15, at $106.24. National average fixed mortgage rates remain down near record lows in Freddie Mac's weekly Primary Mortgage Market Survey. Not surprisingly, the Mortgage Bankers Association reported purchase loan applications UP 3% for the week and UP 8% from a year ago.
DID YOU KNOW?... Fiscal cliff refers to the tax and spending cuts expiring on December 31. They include last year's temporary payroll tax breaks, the 2001 and 2003 Bush tax cuts, and specific business tax cuts. New spending cuts and more taxes to fund the President's health care reform will also go into effect.
>> This Week’s Forecast
MANUFACTURING, SERVICES, AND, OH YES, JOBS!... This week features the ISM Manufacturing and ISM Services Indexes, both expected off for November, though still above 50, showing modest growth. Somehow, American workers keep upping their output, as Productivity is forecast to rise once again in Q3.
The week closes with the November Jobs Report. This is the read that means the most to us, as employment drives housing. Unfortunately, a modest gain of 90,000 new jobs is predicted, with unemployment back up to 8.0%.
>> The Week’s Economic Indicator Calendar
Weaker than expected economic data tends to send bond prices up and interest rates down, while positive data points to lower bond prices and rising loan rates.

How will Fed moves affect mortgage interest rates?

This afternoon, the Federal Reserve is expected to announce further measures aimed at stimulating the US economy. Following the announcement of updated economic projections at 2:00 (Eastern time), Fed Chairman Ben Bernanke will hold a press conference at 2:15.
According to media reports, the Fed is expected to announce additional bond purchases with a focus on the mortgage market. If this happens, interest rates, already at historic lows, could come down even further. This program of "quantitative easing" could keep rates down through mid 2015, further strengthening the current real estate markets.
If you're thinking about buying a home in Denver or the surrounding area, and don't have a degree in economics, your best bet is to talk to a qualified mortgage loan officer to better understand the current Denver Real Estate market. You may be surprised to learn how much impact today's ultra-low rates have on your ability to buy a home.
If you'd like to talk to one of our preferred lenders, please contact us today and we will get you in touch with someone!

Budget message from Denver Mayor Michael Hancock

Received via email this morning from Denver Mayor Michael Hancock:

Denver's 2013 Budget: Lean, Fiscally Responsible and Smart

Today I submitted my 2013 budget proposal for consideration by City Council, city employees, and the residents and businesses of Denver. I am proud of this plan – it is lean, fiscally responsible and smart.

And I am proud of how Denver has weathered the worst economic downturn since the Great Depression. Today, we are emerging from this recession as a vibrant, world-class city that is attracting new residents, businesses and visitors.

By delivering the highest-quality services at the lowest possible cost to taxpayers, we are proving that Denver is one of the best-run cities in the country. My Peak Performance initiative will deliver at least $10 million in savings to taxpayers in 2013 and each year thereafter by streamlining city services.

My 2013 budget proposal reinforces my commitment to responsible financial management and cost-effective service delivery. The 2013 budget marks the fifth consecutive year the city has faced a projected deficit due to a slowdown in revenues and increasing costs and service demands, such as opening the new Westside Library and adding new Denver parkland. Since 2009, the city has cut spending and closed budget shortfalls of $446 million and faces an additional $94 million gap between revenues and expenses in 2013.

While my 2013 budget proposal is balanced, it does not reflect the great city I know Denver can be. We continue to utilize short-term steps such as furloughs to plug holes in the budget. These are not long-term, sustainable solutions. For this reason, I am asking voters in November for permission to retain revenue currently being returned to taxpayers because it exceeds TABOR-mandated limits.

If approved, this proposal – in conjunction with our efforts to operate the city more cost-effectively – would eliminate Denver’s budget deficit, allow us to recover more quickly from the recession and enable us to catch back up on essential services lost over the past four years.

We will continue to evaluate and re-evaluate all aspects of city government, and we will continue to use the budget as a guidepost as we establish Denver as a smart, world-class city where everyone matters.

To review the entire budget, please click here.

If so, don't miss your chance to splash around in Stapleton's F-15 Pool this Sunday, September 9, 2012. It's the 4th Annual Dog Daze event!
Dog Daze has become one of the crazier events in Stapleton each year, with dozens of dogs enjoying a chance to swim in the pool without humans to distract them. Start times for swimming are split up by weight (good thing they don't do this for humans):

Small dogs, under 40 lbs, from 1:00 to 1:45pm
Large dogs, over 40 lbs, from 2:00 to 3:00
Registration is $5 per dog, with proceeds going to Planned PEThood Plus, Inc. For more information, visit the Stapleton Master Community Association website.

Arsenal settlements to provide $2.5 million benefit Denver Parks

Just announced by Denver Parks and Recreation:

DENVER, CO – Thanks to a recently announced payout from the Colorado Natural Resource Damage Trust as a result of damage settlements from the Rocky Mountain Arsenal, Denver Parks and Recreation (DPR) will receive $2.5 million for park improvements and land acquisition.
DPR will use the award for Grant Frontier Park, Heron Pond, First Creek and a land acquisition for future parkland in Montbello. DPR will partner with many agencies on these projects including the Greenway Foundation (Grant-Frontier Park), Denver Public Works (First Creek and Heron Pond), Urban Drainage and Flood Control (Grant-Frontier Park and First Creek), and Environmental Learning for Kids (Montbello Acquisition). Here is a breakdown of how DPR will use project funding:
Grant-Frontier: enhance 1.75 miles of the South Platte River that will dramatically improve the vegetation and aquatic habitat and help restore the South Platte to an ecologically healthy and sustainable greenway

First Creek: protect and enhance the First Creek riparian corridor including buffer around the stream, immediately upstream of the Rocky Mountain Arsenal Wildlife Refuge.
Heron Pond: reconfigure and enhance a planned regional water detention facility that will create 20 acres (15 acres of water) of diverse wetland and riparian habitat.
Montbello: acquire 5.5 acres of remnant prairie one mile south of the Rocky Mountain Arsenal to create a native and wetland habitat along existing pond and to provide environmental education opportunities.

The project funding comes from the Rocky Mountain Arsenal natural resource damages (NRD) settlements. In May 2008, the State of Colorado, Shell Oil Company and the U.S. Army agreed to the largest natural resource damage settlement in the state's history. The money is held in a $10 million Foundation Fund and a $17.4 million Recovery Fund that is directed by the Colorado Natural Resource Damage Trustees. The Trustees review projects and make the awards. According to federal law, NRD money may be used to fund projects that restore, replace or acquire the equivalent of the injured natural resources.
“The funding from these damage settlements is meant to have an immediate, positive impact, and that’s exactly what is going to happen,” said Lauri Dannemiller, Manager of Denver Parks and Recreation. “We are pleased the Trustees share our vision of how these funds should work for Denver citizens.”

Stapleton Community Garage Sale Update (as of June 29)

REGISTER HERE for the 2012 Stapleton Community Garage Sale
We're just 3 weeks away from the 2012 Stapleton Community Garage Sale, and wanted to update the community on the details for this year's sale. There are a couple of changes (and some details still need to be worked out) so please read on!
This year's sale will be held over TWO DAYS - Saturday July 21 and Sunday July 22. Participants can decide whether they will have their sale on Saturday, Sunday, or both. We have also made some changes to the online signup form on the website to make things easier as we prepare the map and list of homes participating. We will publish the list online at www.BuildingStapleton.com/garagesale as we get closer to the actual Sale.
There will be ads in the Denver Post over the sale weekend and the weekend before.
We've also posted our Garage Sale FAQs and Tips at http://www.buildingstapleton.com/garagesale
So, here are the two "details" that we still haven't gotten resolved:
Stapleton Garage Sale Signs

Unfortunately we're not going to be able to reuse the signs next year like we usually do, so we're not going to pick them up after the sale. We're working on a couple of locations where participants will be able to pick up signs. I thought we already had it worked out, but it looks like we won't be confirmed until Monday. As soon as we have the details set, I will send out another email blast.
Post Sale Donation Pickup

The good news is that we will have two organizations collecting your unsold items (or other things you want to donate) after the sale this year. Goodwill and the Denver Children's Advocacy Center will both be collecting items. Only challenge we're having is a location for their trucks. The Stapleton Discovery Center parking lot is not available, and we're looking at alternatives what won't create traffic nightmares. I expect that Goodwill will collect at or near their store in Quebec Square, and we hope to finalize a location for DCAC shortly. More info will be sent out as soon as we have it.
For more info, and hopefully answers to most other questions, visit the garage sale website at http://www.buildingstapleton.com/garagesale. We’ll update the site as we get the signups rolling and get closer to the sale date. You can also email us at GarageSale@BuildingStapleton.com.
